We have to call this one poor condition. It's missing some tension rods, and as you look more closely you'll notice that the hoop is broken where those rods are missing. So maybe you can take this, slap a new hoop on it (we'd put one on ourselves, but we don't have any 15" ten-hole hoops at the moment), and use it as a tom! Or put your favorite snare throwoff on there and use it as a ballad snare.
